EM12c: Unable to update DBSNMP password via emcli with Configure Target privilege. (Doc ID 1990875.1)

Symptoms

Enterprise Manager Cloud Control Administrators with the privileges "View"and "Configure" Target on the database target can successfully change the dbsnmp password from the Cloud Contol console using:

Databases >> Database >> Menu >> Target Setup Monitoring Configuration

But the same user logged into the emcli utility and trying to achieve the same goal with the matching emcli command gets an error:
fails.

[oracleem12cc bin]$ ./emcli update_db_password -target_name="cloud12c"
-user_name=DBSNMP -target_type=oracle_database -change_all_references=yes
-change_at_target=yes
 Enter value for new_password :
 Enter value for old_password :
 Enter value for retype_new_password :
Error: User has insufficient privileges needed to update all references of
 the password. Privilege required : "SUPER_USER"

 

[oraclegridapps bin]$ ./emcli update_db_password -target_name="EM12cr4"
-user_name=DBSNMP -target_type=oracle_database -change_all_references=yes
-change_at_target=yes
 Enter value for old_password :
 Enter value for new_password :
 Enter value for retype_new_password :
Error: User has insufficient privileges needed to update all references of
 the password. Privilege required : "SUPER_USER"
