EM 12c : emctl start agent Fails After Applying the Patch 20423395 on AIX servers 'java.lang.IllegalArgumentException: SSLv2Hello' Reported in gcagent.log (Doc ID 1995028.1)

Post applying "EM-AGENT BUNDLE PATCH" (20423395) or later on agent on AIX server will not come up and fails with following error

$<AGENT_INSTANCE_HOME>/bin/emctl start agent

HTTP Listener failed at Startup

<AGENT_INSTANCE_HOME>/sysman/log/gcagent.log reports the following exceptions
