shown here are some of the factors which can cause the standby database to appear with Down status in Enterprise Manager (EM) Cloud Control.

1) Check that the standby database is monitored using the SYSDBA role and that Test Connection function works |
If Test Connection fails, check that the correct SYSDBA password is known for the standby. |
a) Check that the user has sysdba rights. |
b) Check that the database initialization parameter "remote_login_passwordfile" is set to EXCLUSIVE |
c) Check that the password file exists |
d) See if the password is case sensitive |
2) If the Test Connection using SYSDBA role Works (but database is showing as Down) |
Check the real time results of the Response metric (this metric is responsible for calculating the database status). |
Find out what status the agent has determined for the Response Metric |
a) Run the Response metric manually |
b) run the clearstate command for this particular metric |
c) If the above doesn't help |
