The following error is reported in gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc

The password for soa-infra schema has special characters.  The support for special character password for SOA schemas will inherit the underlying database where is created.  These schemas are created and loaded in the database using the Repository Creation Utility (RCU).
When creating the schema passwords, RCU is highlighting the password policies in the screen. For an Oracle database and SOA 11g the following message states that: "Passwords can contain alphabets, numbers and the following special characters: $, #, _. Passwords should not start with a special character.".   Documentation about password for soa-infra schema is available here
