No Job Type provided in UDDP flow during creation of a new Job Step in EM

Log into 12c Cloud Control and navigate to :

Enterprise > Provisioning and Patching > Procedure Library.

 Select 'Create New' from the drop-down list and click 'Go' button.

 Click 'Procedure Steps' tab. Now check 'Default Phase' and click the 'Insert' button.

  Provide following details:
  * Name: Test
  * Type: Job
  * click 'Next'
- In the 'Select Type' tab > "No items were found" under the 'Job Type' column.
