12c Cloud Control Showing Wrong Time When Looking At JVM Diagnostic Agent Screen

Symptoms
The 12c Cloud Control EM shows all screens with the correct time EXCEPT the Java Diagnostic JVM screen, which is showing GMT-5:00 .
The document 1550956.1 was followed and the time zone was reset several times.
The change was made in the DB too, and the agent got restarted, but still, the time cannot be correct.
By default, the setting in emd.properties was America/Louisville after doing the installation.
All screens show the correct time and mention EST, except when going to the JVM Diagnostic Agent screen where it shows GMT -5:00.
That was the correct time prior to the time change this Spring but now, it should be GMT -4:00 .
It was tried to use the resetTZ to work and the agent restarted with US/Eastern, but it did not fix it.
Also, -04:00, EDT, EST, etc... were tried. When trying any of those, it tells you to use GMT in the sqlplus mgmt_target.set_agent_tzrgn command.
This takes effect and the time displays differently, but it is still wrong.
What is needed to set TZ to (for the resetTZ agent command) in order for the time to be correct for Louisville, KY, which is on Eastern time just like New York City and the other East Coast cities ?
