RUEI offers a Javascript extension that can, amongst other things, capture additional details of a page performance that occur on the client side.
Most notably the 'Browser Time'. Which is the time it takes for the browser to work through all javascript code before a page is ready for a user to use.
This document describes how to tailer RUEI's Browser JS Library to Siebel OpenUI.

Things to keep in mind.
