Symptoms

The listener target shows as 'down' in Enterprise Manager 12c or 13c Cloud Control Console, although the listener is up and running. The message associated with the 'down' status is TNS-01189: The listener could not authenticate the user. For example:

emctl get metric agent <listenerName>,oracle_listener,Response
