OATS: restartSvc.sh OracleATSServer returns "OracleATSServer dead but pid file exists" (Doc ID 2010238.1)

When trying to restart the services on an OATS Linux server, the following error is generated "OracleATSServer dead but pid file exists".

The error should look something like the following:
