EM 12c, 13c : Blackout Stuck in 'Stop Pending' Status

Symptoms

Blackouts were created against targets from the console and manually ended. The blackout status is shown as "stop pending" and remains in this state even after few days.
The targets are still stuck in the blackout status and this is affecting monitoring of these targets.

Attempting to stop the blackout again from the console could report the error:

Error: The blackout is already pending stop

- Obtaining a blackout dump using the EM Diagkit (Doc ID 1426973.1):

repvfy dump blackout -name <name of the blackout as seen in the console UI>

shows that the Blackout stop job or blackout end job is in suspended / scheduled state.  

-  Obtaining a dump of the job subsystem using the diagkit command:

repvfy dump job_health

   shows that there are multiple other jobs (system as well as user-defined) which are stuck in scheduled status or have been suspended since they could not be executed within the grace period.
