Symptoms
Working installation of Identity Management (IDM) 11g with Oracle Internet Directory (OID) and WebLogic.
Enterprise Manager (EM) Fusion Middleware (FMW) Control console page shows "No Data Found" message for all resource usage and monitoring of Directory Integration Platform (DIP) and oid1 components.
The AdminServer-diagnostic.log shows error:
javax.faces.el.EvaluationException: oracle.sysman.emSDK.repoless.TargetNotFoundException: Target /Farm_<DOMAIN>/<DOMAIN>/wls_ods1/DIP(11.1.1.2.0)/oracle_eps_server not found.

at com.sun.faces.application.ActionListenerImpl.processAction(ActionListenerImpl.java:102)
...<etc>...
The Farm page shows "Targets not being monitored due to invalid configuration(2)", which is a clickable link. Clicking on this link redirects to the "Farm - Agent Monitored Targets" page with the targets showing "Needs Configuring". Selecting it shows error:

Steps to Reproduce:
1. Navigate to EM URL <HOSTNAME>:<PORT>/em
2. Expand Identity and Access then highlight either DIP or oid1
3. The "resource usage" charts return "No Data Found"
