EM 12c: False Tablespace Space Used (%) Metric Alert is Received from Enterprise Manager 12c Cloud Control Every Day after the Database Blackout Ends

Symptoms
A false Tablespace Space Used (%) metric alert is received every day after the database blackout ends.
For example:
EM Event: Critical:orcl - Tablespace TOOLS is 85 percent full

However the tablespace is not full, nor has it been during the duration of the blackout. There is no alert in dba_outstanding_alerts, and selecting from dba_alert_history shows that there has been no genuine alert for the period while the database was blacked out.
