EM 12c: False Tablespace Space Used (%) Metric Alert is Received from Enterprise Manager 12c Cloud Control Every Day after the Database Blackout Ends (Doc ID 2020997.1)

Symptoms

A false Tablespace Space Used (%) metric alert is received every day after the database blackout ends.

For example:

EM Event: Critical:orcl - Tablespace TOOLS is 85 percent full
Host=machine1.uk.oracle.com
Target type=Database Instance
Target name=orcl
Categories=Capacity
Message=Tablespace TOOLS is 85 percent full
Event Type=Metric Alert
Event name=problemTbsp:pctUsed
Metric Group=Tablespaces Full
Metric=Tablespace Space Used (%)

However the tablespace is not full, nor has it been during the duration of the blackout.  There is no alert in dba_outstanding_alerts, and selecting from dba_alert_history shows that there has been no genuine alert for the period whilst the database was blacked out.
