EM12c : Agent Unreachable Alert Not Sent After Blackout End

Set up a host level blackout. During the blackout period, the host server was rebooted and the agent is kept down due to some reason.
So, after the blackout ended, the agent is still in down status. But Agent Unreachable alert is not sent as per the current functionality of OEM.
