EM 12c: Creating a Database User on a Database Target in Enterprise Manager 12c Cloud Control Fails with Error: Unexpected error occurred (Doc ID 2028595.1)

Symptoms

Navigate: Target > Databases > [select target database] > Schema [pull down menu] > Users
Provide login credentials, when requested, if credentials have not been stored.

A subsequent user action, such as create, fails with the following error:

Create user:

Unexpected error occurred. Please contact Oracle Support with these files.
- <EM_INSTANCE_BASE>/user_projects/domains/<domain_name>/servers/<SERVER_NAME>/logs/access.log
- <EM_INSTANCE_BASE>/user_projects/domains/<domain_name>/servers/<SERVER_NAME>/logs/<SERVER_NAME>-diagnostic.log
- <EM_INSTANCE_BASE>/em/<OMS_NAME>/sysman/log/emoms.trc
