Internal Error when Adding or Editing External Users on OEM console (Doc ID 2033482.1)

Symptoms

OEM 12c is authenticated with External Authentication provider.
When trying to create External User or Edit External user on OEM Console, error below is reported

oracle.sysman.core.security.auth.enable_username_mapping OMS property is not enabled but USERNAME has been specified in the value of OMS property oracle.sysman.core.security.auth.ldapuserattributes_emuserattributes_mappings to something else other than uid. Please fix the value of OMS property oracle.sysman.core.security.auth.ldapuserattributes_emuserattributes_mappings. 

In some cases,it just report 'Internal Error' for the above scenario
