EM 12c: Deleting Instances with Command Line dbca does not Remove the Targets from Enterprise Manager 12c Cloud Control

The database utility dbca allows for coordinated removal of an instance and its record from Enterprise Manager, either with the dbca graphical user interface or with command line dbca. The command line version can take a response file for most inputs, allowing for multiple instance deletion in one command.
An example of command line dbca instance removal, referencing a response file, is the following:
dbca -silent -responseFile /opt/oracle/22.214.171.124.4_DB-x86_64/assistants/dbca/femi.rsp -emConfiguration CENTRAL -omsHost -omsPort -emUser -emPassword
This command will remove all instances listed in the response file and will delete the instance target records from EM 12c Cloud Control.
Any effort to include the EM-based parameters in the response file will result in no target view actions being taken. The instances will be deleted, but their target images will remain listed in the EM 12c targets view
