Symptoms

On : 12.1.0.4.0 version, Target Database, Listener, ASM (HA)

ACTUAL BEHAVIOR

RAC DB status is showing incorrectly.

EXPECTED BEHAVIOR

RAC DB status should properly reflect the status of the target.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot monitor the RAC DB accordingly.

Changes

 Target in question was placed in blackout mode for maintenance.

The blackout ended, but the target status is stuck, showing an incorrect status.
