DBA_TABLESPACE_USAGE_METRICS does not list all the expected tablespaces (Doc ID 2068817.1)

Symptoms

The view DBA_TABLESPACE_USAGE_METRICS does not show all the expected tablespaces.  For example, 

returns the names of the tablespaces that exist in dba_data_files but which are not shown in dba_tablespace_usage_metrics.

Note that Enterprise Manager Cloud Control relies on the DBA_TABLESPACE_USAGE_METRICS view.  If tablespaces are missing from this view, then it will not be possible for Enterprise Manager to raise alerts via the Tablespace Space Full (%) metric.
