Assigning SYSTEM Roles to External Role Fails with Internal Error (Doc ID 2069469.1)

Symptoms

Created an external role called OEM_DB-GDBS_OPERATOR, and provided its target privileges. Role is created successfully.

Tried to edit the role, and grant it EM_USER or PUBLIC (system roles), saving the role throws "Internal Error"

Verified the group name as "XYZ" was already created & External Role is also created as "XYZ".

Both the following parameters were set correctly:

oracle.sysman.core.security.auth.is_external_authentication_enabled
oracle.sysman.emSDK.sec.DirectoryAuthenticationType
