Symptoms

1. Generic service is created with availability definition based on System.

2. Performance and usage metrics are configured based on system components.

3. Service dashboard is configured to show performance and usage metric.

4. Charts for performance and usage metric has no data.

5. Performance and usage column in service dashboard has no data.

6. Generic service is down.
