EM 12c: OMS / Admin Server Fails to start if iptables are configured and Blocking the EM Ports (Doc ID 2082956.1)

Symptoms

When attempting to start WLS Admin server in a 12c installation, it fails with:

emctl start oms -admin_only
Oracle Enterprise Manager Cloud Control 12c Release 4
Copyright (c) 1996, 2014 Oracle Corporation. All rights reserved.
Starting Admin Server only...

Error Occurred: startOMS failed. Check error and log files.
Please check <gc_inst>/em/EMGC_OMS1/sysman/log/emctl.log for error details

-  The <gc_inst>/em/EMGC_OMS1/sysman/log/emctl.log file shows:

2015-10-29 07:20:53,154 [main] INFO wls.OMSController main.220 - Executing emctl command : start
2015-10-29 07:35:33,590 [main] ERROR wls.OMSController main.253 - OMSController failed for start oms
2015-10-29 07:35:33,592 [main] ERROR wls.OMSController main.254 - OMSController Error: startOMS failed. Check error and log files.
java.lang.Exception: startOMS failed. Check error and log files.
at oracle.sysman.emctl.commands.StartCommand.startAdminOnly(StartCommand.java:570)
at oracle.sysman.emctl.commands.StartCommand.execute(StartCommand.java:187)
at oracle.sysman.emctl.wls.OMSController.main(OMSController.java:234)

 -  The 'ps -ef' output shows that a nodemanager process is running:

netstat -pan | grep <NODEMANAGER_PORT>
ps -ef |grep java 

-  Below commands however fail:

telnet <EM_HOST> <NODEMANAGER_PORT>
ssh -vvv <EM_HOST> -p <NODEMANAGER_PORT>

No entries are seen in the EMGC_ADMINSERVER.out / EMGC_ADMINSERVER.log file.

Similar error could occur for the OMS startup as well.
