EM 12c: OS Command With Long Script Testing Fails Due to the Length Limitation of the Script

Symptoms
In windows platform Cloud Control, when creating an OS command notification, sometimes the testing fails due to the length limitation of the
script that used.
To reproduce the issue:
1. Log in Cloud Control, and open the "Notification Method" page.
2. Click "Go" button and make sure "OS Command" is selected.
3. Type the path of the bat file which contains lots of characters, then click "Test OS Command".
4. The test is failing.
