Symptoms
Promoting a target in Enterprise Manager 12.1.0.4 Cloud Control results in this screen error:
Failed <target name> : ORA-25207: enqueue failed, queue SYSMAN.EM_GROUP_EVENT_Q is disabled from enqueueing
Logging into the repository database and executing the below query as the SYSMAN user reports:
If using the EMDiagkit, the "0011 - Disabled AQ" in the CORE module will also report this issue.
