Create Standby Database Fails With ORA-16664 When The Primary Database Is Using Encryption Wallet (Doc ID 2096751.1)

Symptoms

Create standby database in Enterprise Manager Cloud Control when the Primary database is using encryption wallet, the EM job fails and shows with the last error as ORA-16664

Recovery Manager complete.
ORA-16664: unable to receive the result from a database

which in turn means there's a connection problem and you look in the DRC log and it's receiving an ORA-12514

Failed to connect to remote database dgtst. Error is ORA-12514
Failed to send message to site dgtst. Error code is ORA-12514
