Symptoms

When trying to promote a PDB target, it fails with:

java.sql.SQLException: ORA-01422: exact fetch returns more than requested number of rows ORA-06512: at "SYSMAN.EM_TARGET", line 6418 ORA-06512: at "SYSMAN.EM_TARGET", line 6733 ORA-06512: at line 1

The CDB target is promoted fine.
