For some time now, README for PSU contains an additional step for databases registered in recovery catalog:

3.3.3 Upgrade Oracle Recovery Manager Catalog
If you are using the Oracle Recovery Manager, the catalog needs to be upgraded. Enter the following command to upgrade it:
$ rman catalog username/password@alias
RMAN> UPGRADE CATALOG;
Does this step is not a part of the patch plan?
Does it has to be executed manually outside patch plan ?
