EM12c, EM 13c: Notification is not Sent for Pluggable Databases Metric if the Metric Selected in the Rule is Only for Database Instance Target type

Symptoms
In a 12c or 13c OMS setup, out-of-box incident rulesets have been disabled and custom incident ruleset has been created.
When a 'Tablespace space used%' alert (warning / critical) is raised for pluggable database targets, no email notification is received.
However email notifications are received for other events / incidents related to Non-container databases which indicates that the Email Notification Method and the Notification Schedule have been configured correctly.
