Login Fails for EM FMWc after Applying WLS PSU 10.3.6.0.12+

Information in this document applies to any platform.
After patching Weblogic 10.3.6.0.x with WLS PSU 10.3.6.0.12+(+ indicating newer PSUs could affect the environment as well), the second login attempt to Enterprise Manager Fusion Middleware Control (FMWc) fails with ADF error.
Future login attempts also fail and users are unable to access FMWc.
The WLS DOMAIN_HOME/servers/AdminServer/logs/AdminServer-diagnostic.log shows the following error message:
