BTM Bug 20656114 - The BTM UI or the CLI command "unregisterContainer" Fails to Remove a Container in BTM

Symptoms

BTM 12.1.0.7.x:

Removing a container (where BTM reports that there are missing endpoints) fails.  You may see an error like this:

Errors occurred while performing the operation.
Cannot unregister endpoints of service descriptor http://host.com:6003/btmcentral/sphere?getWSDL&id=uuid:0E962AE8-0DFC-11E5-A05B-33EFAB623D17.
