EMCA for 11.2.0.4 RAC database using 12c GI Fails with "ORA-12541: TNS:no listener" if there are Multiple SCAN Listeners Configured (Doc ID 2113880.1)

Symptoms

Using 11.2.0.4 RAC Database with 12c Grid  Infrastructure installation.

Attempting to configure dbconsole for the RAC DB fails with:

emca -config dbcontrol db -cluster

-  The "ORA-12541: TNS:no listener" occurs even though the listener is up and running and the connection details provided are correct.
-  Multiple SCAN listeners have been configured in the setup.
