Symptoms
When starting the Enterprise Manager (EM) Cloud Control which is configured with BI Publisher, Oracle Management Server (OMS) starts fine.
But, BI Publisher fails to start with Error: BI Publisher Server Could Not Be Started
$emctl start oms

BI Publisher Server is Down
