EM 13c: OMS takes Long Time to Start, Console Access is Slow and Webtier Crashes Frequently When OMS is Installed on a Shared Location (Doc ID 2117861.1)

Symptoms

After installing 13c EM on a shared location (NFS), OMS startup takes long time and also console access is very slow.

Most of the times, webtier / OHS is also found to be crashing frequently with the below errors in the <OMS instance base>/gc_inst/user_projects/domains/GCDomain/servers/ohs1/logs/ohs1.log:
