EM 13c: Agent Deployment from Enterprise Manager 13 Cloud Control does not Provide 12c Version Options

Symptoms
Deployment of the Enterprise Manager (EM) 12c Cloud Control Agent remotely from EM 13.1 Cloud Control, either from the EM console or with local (emcli, agentDeploy.sh) methods, does not allow the option of 12c agent versions.
Console deployment only provides the 13.1.0.0.0 agent option:
While the 12c agent options are available in Self Update in EM 13.1.0.0.0:
- Accessing the Add host Target function:
Shows that only EM 13.1.0.0.0 Agent is the available choice (the same applies to the ME 13.2 Agent):
- Any attempt to access the 12c Agent software through "emcli get_agentimage" verb for local deployment fails with this message or emcli form EM 13.1:
