Rolled Back Patch From Container Data Base (CDB) Remains In Pluggable Data Base (PDB)

Symptoms
On : 12.1.0.4.0 version, Target Database, Listener, ASM
When attempting to roll back an applied patch from a Container Data Base,
the following error occurs.
ERROR
-----------------------
<ORACLE_HOME>\OPatch>datapatch -pdbs <CDB SID> -verbose -rollback <PATCH NUMBER>
gives this error:
Note: Datapatch will only apply or rollback SQL fixes for PDBs
that are in an open state, no patches will be applied to closed PDBs.
No PDBs (subject to -pdbs parameter) are open, exiting
The issue can be reproduced with the following steps:
1. apply patch to CDB and PDB
2. roll back the patch from the CDB
3. receive the error
Due to this issue, users cannot rollback the patch from the PDB as it is in locked mode..
