EM 12c, 13c: OMS Installation Fails with Error: "weblogic.nodemanager.NMConnectException: Connection refused. Could not connect to NodeManager" When the Server's Domain Name Starts with a Digit (Doc ID 2135328.1)

Symptoms

Installing the Enterprise Manager (EM) 12c or 13c Cloud Control OMS on a host fails during the OMSCA with the error:

Failed at 62% during the installation, seeing error FINE: weblogic.nodemanager.NMConnectException: Connection refused. Could not connect to NodeManager. Check that it is running at host.domain.0rg:7403

INFO: oracle.sysman.top.oms:OMSCA-ERR:Infrastructure setup of EM failed. Check the trace file: $OMS_HOME/cfgtoollogs/omsca/omsca_20160209151334.log

From the .../Middleware/oms/cfgtoollogs/omsca/omsca_<timestamp>.log file:

Caused by: com.oracle.cie.domain.script.ScriptException: com.oracle.cie.domain.aspect.ConfigAspectValidateException: 60165: Invalid domain label.
60165: The right most domain label can never start with a digit.
60165: Correct the domain label

The adminserver fails to start. Checking the .../gc_inst/user_projects/domains/GCDomain/servers/EMGC_ADMINSERVER/logs/EMGC_ADMINSERVER.out:
