EM 13c : Enterprise Manager 13c Cloud Control Agent not Restarting after System Reboot (Doc ID 2146272.1)

Symptoms

Oracle Enterprise Manager (EM) 13c Cloud Control Agent is not starting upon reboot in Linux with this error:

# /etc/init.d/gcstartup stop
# -bash: <Agent_Home>/install/unix/scripts/agentstup: Permission denied

Following directory listing confirms the permissions:
