EM 13c: Post-upgrade inventory Clean Up for the Enterprise Manager 13c Cloud Control Management Agent Leaves the Agent and plugin homes in the Inventory (Doc ID 2149777.1)

Symptoms

The Enterprise Manager Cloud Control Agent is successfully upgraded from 12c to 13c.
As part of the post-upgrade actions an inventory clean up is performed which is supposed to remove the 12c agent records from the inventory.
The inventory, however, is not updated as intended. Checking the inventory.xml shows that the EM 12c agent and related plugin home entries are still there after the cleanup.
