Symptoms

Enterprise Manager (EM) 13.1.0.0.0 Cloud Control system
OS: Red Hat Enterprise 6 x86-64

Database Target Discovery results in the following error:

/gc_inst/em/EMGC_OMS1/sysman/log/emoms_pbs.log reports following exception

<host name>-oracle.sysman.plugin.agentdeploy.AgentPluginDeployException: Unable to determine applicable plug-in version for plug-in oracle.sysman.db with content type DISCOVERY to deploy on agent https://<host-Name>:1832/emd/main/. Error: ORA-20989: Misconfigured Agent. OS property for Agent's host has not been loaded. Check Agent https://<host-Name>:1832/emd/main/ ORA-06512: at "SYSMAN.EM_PLUGIN_UTIL", line 2200 ORA-06512: at line 1

Agent was not shown on OEM console while deploying the DB plugin on the Management agent
