Symptoms
Installing Enterprise Manager (EM) 13c Cloud Control on Microsoft Windows x64 (64-bit) 2008 R2 fails during the Business Intelligence Publisher (BIP) configuration with the error (note that upgrading the EM 12c Cloud Control OMS to 13c can show the same symptom):
