Symptoms

Every 60 seconds the Enterprise Manager (EM) 12c Cloud Control database monitoring user, DBSNMP, is issuing a call to sys.dbms_lock.sleep(60) which is failing with error code 2004 and 904
and filling the audit table dba_audit_trail.

The following query can be executed against the audit trail table to verify the issue:
