EM 13c: Adding a MySQL Instance in Enterprise Manager 13c Fails with Error: oracle.sysman.emSDK.agent.client.exception.NoSuchMetricException: the Load metric does not exist (Doc ID 2160785.1)

Symptoms

Enterprise Manager (EM) Cloud Control OMS: 13.1.0.0.0
EM Agent: 13.1.0.0.0
OS: RHEL 5
EM Plug-in: oracle.mysql.omys.discovery.plugin_12.1.0.3.0 (MySQL)

Issue:

Metric collection fails for the MySQL database target.
The EM 13.1.0.0.0 Agent is running, and otherwise collecting and uploading as expected.
The Mysql target status in EM 13c Cloud Control is Up.
