Information in this document applies to any platform.
An Incident Rule that handles a Status = Down for a target does not alert when the blackout has ended. Instead, the following notification message is provided:
Skipping rule processing as requested by event publisher.
The issue can be reproduced at with the following steps:
1. Setup an incident rule to email when a target is down
2. Shutdown/stop the target
3. Set a blackout on the target or the whole node
4. End the blackout
After the blackout has ended, there will be no notification that the target is down.
