EM 13c, EM 12c: Creating Patch Plan Fails for Weblogic Target due to Missing Opatch Version Error (Doc ID 2165268.1)

Enterprise Manager for Fusion Middleware - Version 12.1.0.7.0 and later
Enterprise Manager Base Platform - Version 12.1.0.5.0 and later
Information in this document applies to any platform.

Symptoms

EM 13c:

In the EM 13c Cloud Control Console, navigate to: Enterprise > Provisioning and Patching > Patches & Updates > [Create Patch Plan for Oracle WebLogic Server 12.2.1]

On the initialize step the following error occurs:

Check if the applicable OPatch component exists in Software Library.
Check complete. The overall result of this check is: Failed <<<<
ERROR: OPatch that is of version "13.3.0.0.0" and platform "226" is not found
in the Software Library.
ACTION: Upload the OPatch that is of version "13.3.0.0.0" and platform "226"
to the Software Library manually or run OPatch Update job.

PREREQ_DESC:Check if the applicable OPatch component exists in Software Library.

PREREQ_MESG:OPatch that is of version "13.3.0.0.0" and platform "226" is not found in the Software Library.
PREREQ_REMEDY:MANUAL
PREREQ_REMEDY_DETAILS:Upload the OPatch that is of version "13.3.0.0.0" and platform "226" to the Software Library manually or run OPatch Update job.

The version of opatch available in the Oracle Home to be patched is 13.3.0.0.0:

$ opatch version
OPatch Version: 13.3.0.0.0

OPatch succeeded.

In the EM 12c Cloud Control Console, navigate to:  Enterprise Manager -> Provisioning and Patching -> Patches & Updates > ( Create Patch Plan for WebLogic Server )

The following error occurs:

Check if the applicable OPatch component exists in Software Library.
Check complete. The overall result of this check is: Failed <<<<
ERROR: OPatch that is of version "13.2.0.0.0" and platform "226" is not found in the Software Library.
ACTION: Upload the OPatch that is of version "13.2.0.0.0" and platform "226" to the Software Library manually or run OPatch Update job.
