EM 13c: Gold Agent Image Creation Job in Enterprise Manager 13c Cloud Control Fails with Error: Suspended: Agent is not Ready (Doc ID 2166275.1)

Symptoms

Creating a gold agent image from the Enterprise Manager (EM) 13c Cloud Control  fails.
The job status for the gold agent image creation shows this error:

Suspended: Agent is not Ready


The source EM 13c Agent <agent base directory>/agent_13.1.0.0.0/cfgtoollogs/agentDeploy/agentDeploy_<date_time>.log shows the following about the gold agent image creation job:

Additionally, any job scheduled on the source EM 13c Agent fails with the error:
