EM 12c, 13c: Accessing the BIP Reports from EM Console Reports "Cannot log in to BI Publisher. Failed to log in to BI Publisher using the credentials provided during configuration" (Doc ID 2168278.1)

Symptoms

In the 12.1.0.4 EM console, accessing the Enterprise->Reports -> BIP reports the below error:

Cannot log in to BI Publisher. Failed to log in to BI Publisher using the credentials provided during configuration.

-  The https://<OMShost.domain>:<BIP port>/xmlpserver url can be accessed successfully outside of EM console.
-  It is also possible to login to the above URL as the weblogic and sysman user.

-  The <gc_inst>/user_projects/domains/GCdomain/servers/BIP/logs/bipublisher.log file reports the below errors repeatedly:

-  In the WLS console, verifying the list of BIP related users from GCDomain -> Security Realms -> myrealm -> Users and Groups -> Users shows that the BIP users : BISystemUser, embipws are not listed.
   In the GCDomain -> Security Realms -> myrealm -> Users and Groups -> Groups page, the BIP Roles : EMBIPAdministrators, EMBIPAuthors, EMBIPSchedulers, EMBIPViewers are also no longer present.
