Application Deployment Was Not Running, But In OEM It Was Up (Doc ID 2168536.1)

Symptoms

An Application Deployment (j2ee_application target) was not running, but in Enterprise Manager (EM) it was up. You may notice that after restart of an application deployment the instance did not start, but in EM it was up.

May receive an email Alert:
