Symptoms

Fusion Middleware Control (fmwc) intermittently missing menu options for many targets (OHS, WebCache, WLS Cluster, ...)

-For Web Cache and OHS missing Monitoring, Control, Security, Admininstration Menu's and more 
 eg. fmwc > Web Tier > ohs1:RightClick  

-For WLS Cluster missing Control,  Application Deployment menu items are missing.

-During application deployment the Target MetaData Repository section is missing from step 3 of 4 on the deployment steps.
