EM 13c: Creating a Blackout with Agent emctl does not Appear in Enterprise Manager 13c Cloud Control if Blackout Name is Longer than x Characters (Doc ID 2176232.1)

Symptoms

Running "emctl start blackout <blackout name>" from the Enterprise Manager (EM) 13.1.0.0.0 Cloud Control Agent <agent_inst>/bin reports the blackout was created successfully, however if the blackout name is too long it will not be created on the OMS:

 

Enterprise > Monitoring > Blackouts does not show the blackout, nor do the targets appear to be in blackout in EM 13c Cloud Control.

The precise length of the blackout name required to cause this issue is variable, depending on a few factors such as target owner and host name.
