EM13c: OMS Fails to Start after Rebooting Windows Server (Doc ID 2176534.1)

Platform/Version: Microsoft Windows x64 (64-bit) / 2008 R2
OMS Version: version, OMS

After rebooting the Windows server, the OMS on that machine fails to start.
The OMS fails to start even from Windows Services Panel and even via command line using "emctl start oms" command.
