EM 13c: Agent Deployment Fails with "Error Message: Not Available Exit Code: 1" in Multi-OMS setup when Installation Job is assigned to a particular OMS

Symptoms

EM 13.1 Cloud Control in a Multi node OMS setup front ended by SLB.
Unable to deploy agent from one of OMS url or via intermittently SLB when the deployment job is assigned to a particular OMS but is successful when deploying through other OMS(es).
The Error message is as below:

 

In this case, the customer had 2 OMS and the Deployment was failing when performed through 1st OMS or when the Job was assigned to 1st OMS when done via SLB.
